August 2016: CAAC Open Debate: Children die in attacks on schools.

March 2017: Attended Buenos Aires Conference on Safe Schools.

September 2017 UNSC: GCPEA sent a letter to the ambassador in New York asking to raise the issue on attacks and military use, draw attention to the Declaration and the Guidelines during the Open Debate on children and armed conflict.

December 2017: Spain meeting: The representative of Panama asked why we had chosen Panama for the workshop (since they have no armed forces), and asked who the target audience for the framework is. I replied that different chapters of the framework apply to different stakeholders, and referred to our other documents and who they are targeted at (toolkit, ministries paper etc.). On the question of the workshop, I spoke about Panama’s law on inviolability of universities, their experience of occupation of schools by FARC demonstrating that even countries with no conflict or armed forces can be affected, and talked about what a wonderful partner the Ministry had been.

July 2018: Mentioned and welcomed the Safe Schools Declaration during the statement to the SC at the open debate on children and armed conflict.

November 2018: HRW has made a submission to the Committee on the Rights of the Child re Panama, praising them for their support for the Safe Schools Declaration, and encouraging them to share examples of implementation in Spain next year.

March 2019: Clustered Interactive Dialogue with the SRSG CAAC Virginia Gamba, HRC Geneva: joined Norway’s joint statement on the Safe Schools Declaration.

May 2019: Participated in the Third International Conference in Palma.

October 2019: In its review session, the Committee on the Rights of the Child welcomed the endorsement of the Safe Schools Declaration by Panama.

March 2021: Made reference to the SSD during the ID with the SRSG on CAAC.

October 2021: cosponsored UNSRC2601.

March 2023: ID SRSG CAAC (52 HRC) national statement: “We are concerned by the scope and severity of violations committed against children, particularly by attacks against schools and hospitals”

Panama, Argentina, and Norway:Representatives from the Ministries of Defense, Foreign Affairs, Public Security, and national armed forces of 10 Latin American States met in Panama City on December 5-6, 2017, to discuss how to protect students, teachers, and schools from attack, and schools from military use, in wars around the world. Together with regional and international peacekeeping and education experts, State representatives exchanged practices and experience regarding the protection of schools and universities during armed conflict. Participants also discussed ways in which their governments can meet the commitments made in the Safe Schools Declaration and, in particular, implement explicit protections for schools from being used for military purposes into relevant domestic policies and operational frameworks.
