Details

2015: Attended the state consultations on the SSD in Geneva – led by Norway. Frequent contact with Gva mission during SSD consultations – consistently supportive at all state meetings.

2015: Present at the First International Conference on the SSD in Oslo.

January – March 2017: Member of Core Group in Geneva. Consistenly attended meetings.

March 2017: Provided feedback on framework for action. Attended Buenos Aires Conference on Safe Schools, including the Geneva rep.

April 2017: Attended post-conference briefing for missions in New York.

September 2017 UNSC: GCPEA sent a letter to the ambassador in New York asking to raise the issue on attacks and military use, draw attention to the Declaration and the Guidelines during the Open Debate on children and armed conflict.

July 2018: Gisela wrote to Paola to ask for Ecuador’s support concerning our efforts to encourage Bolivia to endorse the Safe Schools Declaration. Joined Argentina’s joint statement to the UN SC during the open debate on children and armed conflict. Co-sponsored resolution 2427 (2018).

March 2019: Clustered Interactive Dialogue with the SRSG CAAC Virginia Gamba, HRC Geneva: joined Norway’s joint statement on the Safe Schools Declaration.

May 2019: Participated in the Third International Conference in Palma.

September 2019: Human Rights Watch made a submission to the Committee on Economic, Social, and Cultural Rights, which calls on the Committee to congratulate Ecuador for endorsing the Safe Schools Declaration, and for having explicit protections for schools from military use in their military manual. GCPEA shared the submission with the expert from the Permanent Mission in Geneva.

October 2021: cosponsored UNSRC2601.

July 2022: At the UNSC CAAC debate :- “I would underscore the increasing educational needs of refugee and displaced children, for whom it is urgent to adopt specific measures for the protection of schools, teaching personnel and pupils in line with international law and international humanitarian law, as well as to proscribe the use of educational facilities for military purposes.”

September 2022: Endorsed the Call to Action on Education in crisis situations (refers to EuA22 data) at the Transforming Education Summit

November 2022: Endorsed the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas (EWIPA) on 18 November during an International Conference hosted by Ireland, the leader and penholder behind the Declaration.

National legislation passed in 2010 determined that campuses of universities and other higher education institutes cannot be searched and must be used exclusively for educational purposes, stating that “the monitoring and maintenance of internal order are the responsibility of campus authorities…those who violate these campuses will be sanctioned in accordance with law.”- Ley Orgánica de Educación Superior. República del Ecuador. Registro Oficial Suplemento 298 de 12-oct. 2010. Art. 19.

Ecuador updated its military manual including explicit protections for schools from military use.

Ecuador’s Armed Forces’ Manual of International Humanitarian Law of 2016 states that “educational … institutions shall be considered as neutral and as such respected and protected by belligerents. The same respect and protection shall be due to the personnel of the institutions mentioned above.” Armed Forces of Ecuador, Manual of International Humanitarian Law, DBM-DOC-CC.FF.AA-05-2016, May 2016, Chapter VIII, sec. D.

January 2018: Ecuador reports that their peacekeeper training school, La Unidad Escuela de Misiones de Paz Ecuador, provides an introduction to the Safe Schools Declaration as part of its specialized training course for peacekeepers, mission experts, and staff.
