Moldova

November 2017: GCPEA met with the Second Secretary in the Mission of Moldova yesterday. She asked who in the EU had joined, and was also interested when I gave her the Council of Europe stats. She said she would need to make the link with child recruitment in order to interest her capital. She asked how the Declaration would relate to the situation in Transnistria. I reminded that the scope of the Declaration is armed conflict, but suggested that some of the related tools, such as the framework and Ministries paper, could provide useful guidance on conflict-sensitive education policy. She asked about budgetary implications of endorsement and I advised that implementation is non-prescriptive, context-specific, and expected to take place over a period of time, not immediately. I followed up by email, sharing all the documents and latest updates, and making the link with child recruitment.

December 2017: Zama met with the Deputy Permanent Representative of Moldova. It was a relatively brief meeting with the usual questions. She asked information about the initiative of the Coaltion. She said it seemed a good initiative but then there would be internal processes. Zema will follow up by email, following on Gisela’s follow-up email sfter the meeting with the representative in Geneva.

July 2018: Co-sponsored resolution 2427 (2018).

August 2018: Sent an email to the mission in Geneva requesting for a meeting. They followed by email that the DPR left Geneva.

September 2018: Gisela sent a meeting request to the PM in NY ahead of the UNSC open debate on WPS. Due to very busy agenda of Mission’s team, it was not possible to arrange a meeting. Gisela followed up with a letter, issued by GCPEA Director Diya Nijhowne and addressed to Foreign Minister H.E. Mr. Tudor Ulianovschi. It includes an encouragement for the government of the Republic of Moldova to endorse the Safe Schools Declaration.

October 2018: Nevena met with the Second Secretary in the Mission in Geneva. She advised that she could not share any update from capital on Moldova’s position. She doesn’t see any reason why Moldova cannot endorse the Declaration. She assured that Moldova supports the aims of the Declaration politically, and took careful note of the level of endorsement in the EU, and Council of Europe. She was interested in receiving updates on the positions of Croatia, Hungary, the Baltic states. and Ukraine. The issue of how the Latin-script schools in Transnistria are experiencing an increased administrative pressure and the importance of conflict-sensitive education policy was discussed. Nevena flagged the correlation between education and prevention of child recruitment, and mentioned the partnerships with the Dallaire Initiative to conduct the trainings. She also seemed enthusiastic about their participation at the Spain Conference. Follow-up: Nevena followed up in writing and attached the WPS open debate letter addressed to the Minister of Foreign Affairs which had been sent to the New York Mission.

January 2019: SafetoLearn campaign on ending violence in schools was launched. The Call to Action includes a call to national governments to endorse and implement the Safe Schools Declaration and the Guidelines. Moldova signed the Call to Action.

May 2019: Participated in the Third International Conference in Palma.

October 2021: cosponsored UNSRC2601.

November 2022: Endorsed the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas (EWIPA) on 18 November during an International Conference hosted by Ireland, the leader and penholder behind the Declaration.
