February 2017: Meeting with GVA mission. This guy had also done all his homework, and knew all the objections and concerns other Asian states have expressed. But let them all out in a sequence of very informed, subtle, curious questions, and then appeared to listen deeply. But they also seemed genuinely pleased to have been asked and sought out for the meeting. Will clearly give a full report to capital, and we will see where that goes. He cautioned that Singapore usually doesn’t support such things, and when it does, it does not do it fast. I stressed the significance of a Singapore endorsement—they are said to have the best education system in the world, they should make sure that commitment is international—and invited them to attend anyway to learn more. Zama met with Mission in New York. Nice but non-committal.
April 2017: Attended post-conference briefing for missions in New York.
September 2018: GCPEA sent a meeting request to the Mission in New York ahead of the UNSC Open debate on WPS. The mission responded that they would be unable to meet. GCPEA followed up with a letter issued by GCPEA Director Diya Nijhowne and addressed to Foreign Minister H.E. Mr. Vivian Balakrishnan. It includes an encouragement for the government of Singapore to endorse the Safe Schools Declaration.
March 2019: co-sponsored Education Above All side event “Education in the 2030 Agenda – Leaving no one behind: Children with disabilities, girls, forcibly displaced children and minorities”. The Ambassador of Singapore shared concrete measures taken by the government to build inclusive education for children with disabilities in line with their new national policy on compulsory education for children with special needs.
Apirl 2019: GCPEA met with the Political Counsellor at the Permanent Mission of New York. The Counsellor was interested to hear why a country like Singapore, which has a small territory and is not conflict-affected, should join the initiative. GCPEA shared examples of implementation from countries that are not affected by armed conflict and encouraged Singapore to endorse the Safe School Declaration in order to show solidarity and to highlight the importance of the topic.
Oct 2020: GCPEA (Nevena) had a call with the New York Mission to discuss the Safe Schools Declaration and the upcoming WPS debate. They took note of the level of endorsement and asked for UK’s position and support for the Declaration.
