POSITION SUMMARY
The Global Coalition to Protect Education from Attack (GCPEA) is seeking a consultant to support a new initiative on accountability for conflict-related attacks on education and justice for survivors and victims by building capacity to monitor, report, and prosecute crimes and violations related to attacks on students, teachers, and educational facilities. GCPEA plans to develop and support implementation of practical guidance to support national and international justice processes.
GCPEA was formed in 2010 by organizations working in the fields of education in emergencies, higher education, protection, and international human rights and humanitarian law who were concerned about ongoing attacks on educational institutions, their students, and staff in countries affected by conflict. GCPEA is governed by a Steering Committee made up of the following international organizations: Amnesty International, Human Rights Watch, Education Above All Foundation, Plan International, Save the Children, UNICEF, and UNESCO. GCPEA is a project of the Tides Center, a nonprofit 501(c)(3) organization, which serves as fiscal sponsor.
RESPONSIBILITIES
- Draft and produce stakeholder analysis and mapping report
- Support planning and delivery of expert roundtable on accountability with thematic experts from related fields and produce outcome report
- Support research and produce guidance/toolkit to support national justice processes
- Support training on the guidance as part of multi-stakeholder workshops, including the co-development of training materials
- Produce brief outcome reports following workshops
- Gather examples of good practice in accountability and conflict-related justice

QUALIFICATIONS
Education and experience
- JD or master’s degree in law, preferably with specialisation in criminal law, international humanitarian law, international criminal law, or human rights,
- A minimum of three years of practical legal experience as a lawyer, judge or legal expert/consultant in a national judicial system, an international court/tribunal or in academia in the fields of law mentioned above.
- A minimum of three years experience working at the national level with both government and civil society partners, including capacity-building for legal practitioners and accountability mechanisms is highly desirable.
- Experience in producing and delivering trainings and capacity building workshops for legal professionals.
Knowledge, Skills, and Abilities
- Strong research, legal analysis, and drafting skills
- Solid understanding of international criminal law and international humanitarian law
- Excellent knowledge of attacks on education and issues related to ‘Children and Armed Conflict’ would be an asset
- Excellent ability to work collaboratively with limited supervision and sometimes tight deadlines
- Fluency, including the ability to read and write in a second language, particularly Arabic or French, preferred but not required
- Proficiency in word processing and presentation computer applications
Work Environment, Location and Travel
GCPEA cultivates a supportive and inclusive environment. This is a remote position, with the possibility of a hybrid arrangement in New York City, where we are headquartered and currently have office space. This position will require approximately 3-4 international trips per year.
Physical Demands
The Accountability consultant will spend up to seven hours a day sitting at a desk working on a computer or speaking on a telephone. He or she will travel to countries outside the US, including potentially in conflict affected environments.
The office is wheelchair accessible. When traveling, the Accountability consultant will be required to adapt to the conditions in the environment and will need to work from hotel rooms or whatever workspace may be available. Meetings with partner organizations or field-based practitioners may occur in locations that are not wheelchair accessible.
