GCPEA’s Commitments at the High Level Round-Table on International Humanitarian Law at the World Humanitarian Summit

Global Coalition to Protect Education from Attack, May 12, 2016

The Global Coalition to Protect Education from Attack (GCPEA) aims to participate at the High-Level Leaders’ Roundtable entitled “Uphold the norms that safeguard humanity” at the official segment of the Summit. At this Roundtable, states and other stakeholders are being called upon to formulate collective or individual commitments.

Under proposed Core Commitment 2: “to strengthen respect and protection of civilians and civilian objects in the conduct of hostilities, including by (…) sparing civilian infrastructure from military use” GCPEA commits to:

  • Provide evidence of the scale and impact of attacks on educational facilities, students and staff at the global level, including by producing Education under Attack 2018;

  • Collect and disseminate good practices in protecting schools, universities, students, and teachers from attack, and education institutions from military use;

  • Advocate with governments around the world for endorsement of the Safe Schools Declaration;

  • Support efforts to disseminate and promote implementation of the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict among armed non-state actors.

  • Develop and publish sample tools that can help parties to conflict incorporate the content of the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict into relevant domestic or internal frameworks;

  • Disseminate the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict and related sample tools to international and regional institutions specialized in providing training to armed actors for inclusion in relevant training materials and activities;

  • Provide and facilitate technical support to interested states on implementing commitments contained in the Safe Schools Declaration, including by assisting states in:

  1. Disseminating the Safe Schools Declaration and the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict, and improving understanding of their content amongst relevant actors at the national-level;
  2. Mapping relevant existing policy and normative frameworks, practices, and training related to protecting education from attack at the national level, in collaboration with relevant national actors, to identify areas that could be strengthened, in accordance with the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict and the Safe Schools Declaration;
  3. Using sample tools and examples of good practice to strengthen relevant domestic policy and operational frameworks to protect education and accord with the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict and the Safe Schools Declaration; and
  4. Fostering regular exchanges with other endorsing states and civil society regarding implementation of the Safe Schools Declaration and the Guidelines to benefit from the experiences of others.
