July 2018: Co-sponsored resolution 2427 (2018).

October 2018: UN WPS advocacy in New York: GCPEA first meeting with Samoa. Gisela met with the Ambassador. Though Samoa has no army and a small police force, he thought they would send a strong signal of solidarity to children living in conflict by signing. He highlighted that Samoa will host the inter-regional Samoa Partnership Dialogue on 29 October to review partnerships among Small Island Developing States. This could be an opportunity to raise awareness of the Declaration. The initiative has a strong focus on disaster risk reduction, in light of the challenges the small islands face, but there are some provisions on access to education and strengthening of education infrastructure. Ireland is a co-chair of the SIDS Partnership Framework. He recommended reaching out to Nauru, who chair the Pacific Islands Forum, and had chaired the annual meeting in Samoa in September.

May 2019: Participated in the Third International Conference in Palma.

June 2019: HRW (Bede) followed up with the representative who attended the conference to share the endorsement template letter, and GCPEA resources. He highlighted that we need more voices from the Pacific joining the growing community of states that have endorsed the Safe Schools Declaration. She responded that she would submit her report to the Head of her Ministry and from there it will go through the proper channel to the other relevant Ministries.

June 2019: Human Rights Watch followed up with the representative, who had attended the Third International Conference, to provide advice on endorsement of the Safe Schools Declaration.

July 2019: GCPEA (Zama) met with the Ambassador and the Deputy Permanent Representative in New York. They responded very positively to the briefing, and shared that they had recently contacted Norway to endorse the Declaration. After the meeting, GCPEA advised Norway that Samoa wanted to endorse the Safe Schools Declaration, and were hoping to get a response soon.
The endorsement letter was received in Oslo in advance of the UN Security Council open debate on children and armed conflict.
